According to Rob Bluey, editor of The Daily Signal, the 900-page document is "a coalition of 110 conservative organizations developing a transition plan for the next presidential administration." Bluey stressed that the project is "nonpartisan and available to whoever occupies the White House in January 2025." Project 2025 is part of The Heritage Foundation’s "Mandate for Leadership" series, which has compiled conservative policy recommendations for U.S. lawmakers and presidents since 1981. The document lays out a series of proposals to reduce bureaucratic inefficiency and overreach in Washington, D.C.
