Seized Hamas documents reveal extensive plot for large-scale attacks on Israel with Iranian support
Secret documents allegedly seized by Israeli Defense Forces (IDF) units in Hamas command centers in Gaza
supposedly show the militant group planning a 9/11-style attack on Tel Aviv.
One of the most important plans in the documents was
the proposed destruction of Tel Aviv's skyscrapers, in a move intended to emulate Al Qaeda's destruction of the Twin Towers in New York City on Sept. 11, 2001.
Although some of these plans were aspirational and unachievable, they reveal the extent of Hamas' ambitions. Hamas reportedly struggled to determine how to bring down a Tel Aviv skyscraper but found targeting Israel's rail system as a more practical alternative, with the intention of using the system
to transport terrorists and explosives.
The documents uncovered Hamas' broader strategies, which involved using various modes of transport for attacks, including trains, boats and even horse-drawn chariots, if possible. These plans highlight the group's sophisticated planning for a large-scale, multi-front assault on Israel, leveraging assistance from regional allies like Iran and Hezbollah. (Related:

Hamas envisioned a simultaneous attack from multiple fronts, including Lebanon, Syria and the Sinai Peninsula, with the hope that once an initial assault on Israel succeeded, Iran and Hezbollah would eagerly join the fight. A key part of the operation involved "linking and preparing the external fronts [Lebanon, Syria and the Sinai] and agreeing on mechanisms for communicating peacefully and in war," according to the documents.
The plan outlined how Hamas sought to unite forces in the region to bolster its fight against Israel, relying heavily on support from Iran. Hamas' Gaza leader, Yahya Sinwar, was explicit in his ultimate goal of conquering all of Israel.
The documents show that Sinwar pressured Iran, particularly Supreme Leader Ali Khamenei, for significant financial and military backing, hoping for hundreds of millions of dollars to fund and train an additional 12,000 fighters. In one 2021 letter, Sinwar wrote: "We promise you that we will not waste a minute or a penny unless it takes us toward achieving this sacred goal."
Israel blames Hamas for involving Iran in ongoing conflict
Iran has long been an essential player in Hamas' efforts, both financially and militarily. The documents indicate that Hamas had been pressuring Iran to deepen its involvement, promising that with Iran's backing, it could destroy Israel within two years. However, while Iran supported Hamas' objectives, it has shown a preference for using proxy forces, such as Hezbollah, to carry out its aims. Tehran has been reluctant to engage in direct military conflict with Israel, likely to avoid the full weight of international repercussions.
Israeli officials, who reviewed the documents, stated that Hamas' determination to wipe Israel off the map had succeeded in dragging Iran into direct conflict, despite Tehran's attempts to stay behind the scenes. "Hamas is so determined to wipe Israel and the Jewish people off the map that it managed to drag Iran into direct conflict – under conditions that Iran wasn't prepared for," an Israeli security official told the
Washington Post on the condition of anonymity.
The revelations also shed light on the possible motives for the Oct. 7 attack, which surprised Israel and triggered the current war.
Minutes from an October 2023 Hamas politburo meeting reveal that the group's leaders were alarmed by
the warming ties between Israel and Arab Gulf states, seeing this development as a threat to their resistance efforts. Hamas feared that Israel's normalization of relations with Arab countries would embolden other Arab and Islamic nations to follow suit, further complicating its "resistance project."
The documents serve as further evidence of Hamas' tactical thinking, showing that the group’s plans were not limited to conventional attacks.
