Beijing-linked entities fund anti-ICE nonprofit accused of aiding illegal immigration
- The Chinese-American Planning Council (CPC), a New York-based nonprofit, received $445,969 since 2018 from entities tied to the Chinese government, including state-run banks (Bank of China, ICBC) and a health center linked to CCP influence operations.

A House Republican investigation has uncovered that a New York-based nonprofit accused of coaching illegal immigrants on how to evade federal authorities
received hundreds of thousands of dollars from entities linked to Beijing.
The Chinese-American Planning Council (CPC), founded in 1965, describes itself as the largest Asian American social services organization in the U.S., offering over 50 programs for immigrant and low-income communities in New York City. But now, the CPC is under scrutiny.
According to federal documents, aside from over $1.4 million in taxpayer dollars, the CPC has also received at least $445,969 since 2018 from entities tied to the Chinese government. Financial disclosures reveal CPC received $9,999 from the Bank of China in 2020 and 2024; $19,997 from the Industrial and Commercial Bank of China between 2018 and 2023; and about $45,000 from the Bank of East Asia since 2018. The banks' executives are delegates to the Chinese People's Political Consultative Conference (CPPCC), a key CCP advisory body.
Additionally, the Charles B. Wang Community Health Center, which donated $229,993 to CPC since 2018, has ties to Chinese Communist Party (CCP) influence operations. Billionaire Charles B. Wang – the center's namesake – was an executive director of the China Overseas Exchange Association (COEA). The COEA was formerly an arm of the CCP's United Front Work Department (UFWD), a network the U.S. government has labeled an intelligence and influence operation.
The council also shares financial and leadership ties with the Committee of 100 (C100), a group accused of advancing CCP interests. C100 members have included Dominic Ng, CEO of East West Bank, who admitted membership in a UFWD-linked group; Charles P. Wang (no relation to Charles B. Wang), a longtime C100 member and former CPC executive director, who has advised the Chinese government; and Henry S. Tang, a C100 co-founder and former CPC chair, listed as an "overseas advisor" to a CCP-aligned anti-Taiwan independence group.
C100 itself donated to CPC, and multiple members have given tens of thousands to the nonprofit.
"I'm deeply concerned that Americans' hard-earned taxpayer dollars were potentially used by an NGO [non-governmental organization]
to help illegal aliens subvert our nation's laws," House Homeland Security Committee Chairman Mark Green (R-TN) said. (Related:

"Even more troubling is the Chinese-American Planning Council's alleged ties to the [CCP] – a regime we know
is committed to undermining U.S. sovereignty. This Committee will continue investigating suspicious activities by NGOs to protect taxpayer dollars from supporting those who make a mockery of our laws."
Homan vows to prosecute those who knowingly shield illegals from ICE enforcement
Oversight of the CPC coincides with the
Trump administration's firm opposition to sanctuary city policies and taxpayer-funded NGOs accused of enabling illegal immigration. Border czar Tom Homan even said that he would not hesitate to
pursue prosecution against those who knowingly shield illegal migrants from ICE enforcement.
"There are federal statutes on the books for knowingly concealing and harboring an illegal alien away from ICE officers," Homan said in December after Trump won the 2024 presidential elections. "There are statutes on the books about impeding federal law enforcement officers – they're all felonies. Now these sanctuary cities cannot assist – OK, that's fine. They can stand aside, that's fine, but they cannot cross that line. If they cross that line, we'll be asking the attorney's office to consider prosecution."
Meanwhile, Attorney General Pam Bondi directed the
Department of Justice (DOJ) to withhold federal funding from sanctuary cities and launch an investigation into organizations providing aid to illegal migrants shortly after taking office.
