President Donald Trump has directed the Department of Commerce (DOC) to begin work on a new U.S. census that will exclude illegal immigrants from the population count, marking a dramatic shift in how the federal government calculates representation and allocates resources. Under the U.S. Constitution, the census, conducted every 10 years, is intended to count the "whole number of persons in each State." The aforementioned clause historically interpreted to include citizens and noncitizens alike, regardless of immigration status. In a post on his Truth Social platform on Thursday, Aug. 7, Trump said the new census would be "highly accurate" and "based on modern-day facts and figures," including information derived from the 2024 presidential election. He emphasized that only legal residents should be included in the official population tally. "I have instructed our DOC to immediately begin work on a new and highly accurate census based on modern-day facts and figures and, importantly, using the results and information gained from the presidential election of 2024," Trump's post read. "People who are in our Country illegally will not be counted in the census."

This is not the first time Trump has sought to alter the way undocumented immigrants are considered in census-related matters. During his first term, Trump sought to add a citizenship question to the 2020 Census, arguing it was needed to uphold federal voting rights laws. Despite the Supreme Court blocking the move, he continued pushing for the change. This drew criticism from opponents who warned it would discourage participation from minority communities and lead to an undercount, even among legal residents. Eventually, Trump abandoned the effort to alter the census form directly. He instead directed federal agencies to gather records to estimate the number of U.S. citizens without relying on census responses. But now, Trump is not the only Republican pushing for it. Recently, Rep. Marjorie Taylor Greene (R-GA) introduced a bill that would conduct a new census counting only citizens, with congressional seats reapportioned based on the results. Meanwhile, Florida Gov. Ron DeSantis also claimed he spoke with Commerce Secretary Howard Lutnick about redoing the count by 2026. He argued that Florida deserved at least two additional congressional seats in 2020. DeSantis suggested former Commerce Secretary Gina Raimondo was responsible for Rhode Island keeping both of its seats, despite the 2020 census being conducted under Trump's administration. "They said they were going to redo the count in time for 2026," DeSantis said. "Now they would have to do that relatively soon, because you need time to draw maps and you need time to get that done.
