An advocacy group for people injured by COVID-19 vaccines, React19, has formally petitioned the Centers for Disease Control and Prevention (CDC) to create medical codes specifically to
identify, track, and study injuries and deaths linked to the vaccines. The group argues that without proper International Statistical Classification of Diseases (ICD-10) codes, there is no accurate way to monitor these adverse events, hindering research, care, insurance coverage, and public health policy.

CDC urged to create medical codes to track COVID-19 vaccine adverse events
Medical coding is essential for documenting diseases, injuries, and deaths worldwide, guiding diagnosis, billing, surveillance, and policy decisions. According to Zowe Smith, a former hospital medical coder, dedicated codes should have been introduced in 2020 when clinical trials began, since COVID-19 vaccines were a novel technology. Instead, vaccine-related injuries are recorded under vague or non-specific categories — or not at all — obscuring safety data. Some coders even reported that adverse event codes were removed by hospital auditors before reaching regulatory agencies, effectively burying potential signals.
React19’s petition
calls for ICD-10 codes for a set of conditions they term Post-COVID Vaccine Syndrome (PCVS), which can involve neurological, cardiovascular, autoimmune, musculoskeletal, dermatologic, gastrointestinal, hematologic, anaphylactic, and multi-organ injuries, as well as deaths. Legal affairs director Christopher Dreisbach noted that
the absence of these codes has “significant consequences for patients, clinicians, researchers, and policymakers alike.”
React19 leaders, including orthopedic surgeon Dr. Joel Wallskog and co-founder Brianne Dressen, argue that accurate coding would allow national and international aggregation of cases, identification of risk factors, improved treatments, and insurance coverage for patients currently denied care due to a lack of recognized diagnoses. Wallskog compared the effort to the successful development of ICD-10 codes for long COVID, noting that many vaccine injuries are currently misclassified as long COVID despite distinct causes and implications.
Germany provides a working model. Since 2021, its healthcare system has used ICD-10 code U12.9 — a World Health Organization emergency code — to track COVID-19 vaccine-related adverse events, enabling researchers to map injury patterns, including a 2022 study identifying over 28,000 adverse reactions among nearly 909,000 vaccinations. However, this code was not widely adopted globally and remained obscure in the U.S.
React19 also found the Vaccine Adverse Event Reporting System (VAERS), the U.S. government’s primary vaccine injury surveillance tool, to be “broken from top to bottom.” They argue that without proper coding, any safety monitoring system will remain incomplete. Accurate ICD-10 codes, they say, are not just a technical issue but an ethical obligation — acknowledging and addressing all medical conditions transparently and scientifically.
The CDC’s ICD-10 Coordination and Maintenance Committee has scheduled React19’s petition for March 2026 but has been asked to move the discussion to October to avoid further delays. As Dressen emphasized, “The COVID-19 vaccine-injured have already been waiting four years for medical recognition. Time is finite, and people need help and recognition now.”
