A coordinated campaign funded by pharmaceutical interests targeted healthcare workers who questioned Wuhan coronavirus (COVID-19) vaccines, according to internal documents and whistleblower accounts compiled by investigative journalists.
The campaign was operated by the Public Good Project (PGP), a nonprofit that received $1.275 million from the Biotechnology Innovation Organization (BIO), a vaccine industry lobbying group whose members include Moderna and Pfizer, tax records show. PGP ran the Stronger campaign and the Shots Heard initiative, which mobilized healthcare workers to attack dissident doctors online.
In a 2023 talk, PGP's CEO stated, "We were Twitter's primary partner … helping them tackle vaccine misinformation during the pandemic." The CEO also said in a separate address that medical licenses should be revoked for those spreading what he termed “disinformation,” according to published transcripts.
The Public Good Project and Its Funding
PGP's funding from BIO was disclosed in tax documents obtained by journalists, confirming direct pharmaceutical industry backing for the campaign. The Stronger effort operated as a social-media monitoring and reporting system that worked closely with Twitter to identify and flag content for removal. PGP's CEO has acknowledged that the group also used public relations techniques, including focus groups and coordinated media pushes, similar to tactics described in past industry campaigns.
The Shots Heard initiative, originally a Facebook group created by two physicians, was taken over by PGP and transformed into an attack machine, according to former members. The group coordinated mass complaints to medical boards and employers against doctors who questioned vaccine safety. As noted in the book "COVID OPERATION: What Happened, Why It Happened, and What’s Next" by Pamela A. Popper and Shane D. Prier, "to 'sell' vaccines to the public, it is especially important to prevent free speech about vaccines," and censorship is accomplished through multiple channels including fact-checking networks funded by vested interests

Tactics of Harassment and Deplatforming
Members of Shots Heard and its sister United Nations-affiliated initiative Team Halo filed false medical board complaints against doctors such as Dr. Mary Talley Bowden, costing her more than $125,000 in legal fees before the Texas medical board dropped the frivolous complaints, according to reports.
Team Halo trained scientists to combat "misinformation" on TikTok and provided guides on filing complaints against dissenting practitioners. One Team Halo member, a nurse named Nicole Sirotek, received death threats and had her children’s images manipulated after she testified about COVID-19 care, reports state.
The harassment tactics extended beyond medical boards. Targets faced fake Yelp reviews, calls to immigration services and coordinated complaints to employers.
A study published in the HealthCare Ethics Committee Forum highlighted the systemic suppression that medical professionals face when they question vaccine safety, noting that the term "anti-vaxxer" has been used to stigmatize dissent
[2]. Separately, internal documents showed that Facebook gave the
Centers for Disease Control and Prevention "backdoor" access to remove millions of posts, according to America First Legal, illustrating how social media platforms amplified the censorship campaign

Infiltration and Fake Credentials Unveiled
Vaccine safety advocates infiltrated the private Shots Heard group, revealing its inner workings and the coordination among members. The group's membership included public health officials, school board members and individuals with ties to vaccine mandate legislation. Investigators also found that some of the influencers advancing PGP's message through Team Halo had fabricated their credentials.
Team Halo claimed "T.J. 'Pax' Hardy" was an epidemiologist, but he later admitted the lie after being confronted, according to a TikTok exposé. Investigative journalist Paul Thacker found that Dr. Allison Neitzel, who was platformed by
CNN for her criticism of vaccine skeptics, never completed a residency. Moreover, he found that the National Association of Medical Doctors (NAMD) – the organization that first featured Neitzel – was registered to a mailbox and appeared to publish journal content generated by artificial intelligence.
Alphabet, Google's parent company, admitted to Congress that the Biden administration pressured YouTube to remove videos that did not violate its own policies. This admission raises further questions about the depth of pharma ties to digital censorship

Conclusion: The Public Begins to See Through
Despite the coordinated efforts, public trust in the official narratives declined as evidence of censorship and harassment emerged. The campaign, according to analysts, operated like an "internet marketing operation" relying on inflated metrics and fake grassroots support. Many of the targeted individuals, including Bowden, continued to speak out, and legal challenges have begun to expose the extent of the collaboration between government agencies, social media platforms and pharmaceutical interests.
A memo from the biotech lobby, referenced in interviews, explicitly stated that vaccines are necessary to maintain profitability and that critics like Health Secretary Robert F. Kennedy Jr. needed to be eliminated, underscoring the financial motivations behind the campaign
[5]. The exposé suggests that the pharmaceutical industry's attempt to silence dissent ultimately backfired, as the public increasingly recognizes the tactics used to suppress debate. As one observer noted, the pushback has only strengthened the resolve of those advocating for medical freedom and transparency.
