ICE arrests over 200 illegal immigrants with child sex offense charges in Southeast Texas

U.S. Immigration and Customs Enforcement (ICE) has arrested more than 200 non-citizens in Southeast Texas who were either convicted of or charged with sex crimes involving children. On Wednesday, July 30, ICE revealed that a total of 214 individuals, all illegally present in the U.S., were apprehended by Enforcement and Removal Operations (ERO) Houston since February. The agency said this figure already surpasses the total number of similar arrests in the region for the entire Fiscal Year 2024. (Related: ICE arrests dozens of illegal immigrants convicted of heinous sex crimes, DHS confirms.) Over half of those arrested have already been deported, with the remainder in various stages of removal proceedings. ICE Houston field office, which operates across 57 counties in Southern Texas, highlighted several repeat offenders among those arrested during the operation. Among them was Jose Guadalupe Meza, 40, who had been deported to Mexico four times before his most recent arrest. He has convictions for theft and sexual assault of a child and has once again been removed from the United States. Jesus Gutierrez Mireles, 67, also previously deported three times, was convicted of aggravated sexual assault of a child and driving while intoxicated; he too has been removed. Jorge Zebra, 48, was convicted of two counts of aggravated sexual assault of a minor and sexual indecency with a minor. He is no longer in the country. Manuel Antonio Castro-Juarez, 37, who had been deported twice to El Salvador, was convicted of sexual assault of a minor and illegal reentry; he remains in ICE custody pending further removal proceedings. Sergio Rolando Galvan Guerrero, 45, with three prior deportations, was convicted of aggravated sexual assault of a child and DWI, and has since been removed.

ICE: Multi-agency strategy boosts arrests of dangerous criminal aliens

The agency credited this surge in apprehensions to a recently implemented whole-of-government strategy that established multi-agency targeting teams focused on identifying and removing the most dangerous criminal aliens. "These teams conduct daily enhanced immigration enforcement operations targeting the "worst of the worst" criminal aliens for arrest and removal. In Southeast Texas, those efforts have resulted in an increase in arrests of all dangerous criminal aliens, leading to safer communities, stronger national security and enhanced border security," ICE wrote in their press release. Federal law enforcement partners supporting the multi-agency targeting teams include the Houston divisions of the Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives, Drug Enforcement Administration, Customs and Border Protection, the Diplomatic Security Service and the U.S. Marshals Service. ICE has also received support from various state and local law enforcement agencies. Paul McBride, acting Field Office Director of ICE Enforcement and Removal Operations (ERO) in Houston, also echoed a similar statement. "Bringing together the resources and expertise of the entire federal law enforcement community to confront the overwhelming surge of illegal immigration that we saw over the past four years has resulted in the arrest and removal of historic numbers of violent criminal aliens, transnational gang members and child sex offenders," McBride said. "While we still have a long way to go to truly get this crisis under control, the strides we have made in just six months to make our local communities safer are substantial, and our officers continue to work tirelessly every day to get the worst of the worst criminal aliens out of Southeast Texas to return our communities to places we can all enjoy."
